While studying the map I noticed not all counties are the same color. Dark blue is best for maximum security and safety from all kinds of threats.

Only One Texas County Has A Very High Rating On New FEMA Map

Compared to the rest of the U.S., Harris County has been rated Very High and is in the 99.97 national percentile for risk. According to FEMA, Harris County, which includes Houston, Texas, is one of the riskiest places to live in the country.

They also gave Houston a very high social vulnerability score, along with most of East Texas. This takes into account how susceptible the population is to the issues that normally occur in the area

Big Cities In Texas Are The Most Venerable

Certain parts of Dallas, San Antonio,  Austin, and Lubbock all have a risk assessment of "Relatively High". If you move to any area in Texas, look at this FEMA map before making a choice.
